Large solar farms on greenfield land typically require a Natural Heritage Assessment, species at risk screening, and sometimes a full Environmental Impact Study depending on municipal and Conservation Authority requirements. Projects near wetlands, woodlands, or watercourses have additional triggers.
Ontario's Environmental Assessment Act requires Class EAs for routine infrastructure projects. Schedule A is pre-approved (minor). Schedule B requires screening and public notice. Schedule C requires the full Class EA process with alternatives analysis and public consultation. Timeline ranges from weeks (Schedule A) to 1–2 years (Schedule C).
