Is commissioning required by code?

OBC Part 12 requires commissioning for certain building systems. Many project specifications and LEED certification also mandate independent Cx. Even where not strictly required, commissioning catches installation defects that would otherwise become expensive warranty claims.

What is the difference between commissioning and inspection?

Inspection verifies code compliance (is it installed correctly?). Commissioning verifies performance (does it work as designed?). Both are needed, but they serve different purposes. ESA inspection does not test functional performance.
